Chiayi City covers a small area with small population while obtaining limited resources from the Central Government. This is a crisis and a turning point for us to move forward in the intense competition between cities. We formulate important issues and strategies of forward-looking development by examining the key focus of our policies and analyzing the requirements of prioritized development for the city. With the vision as a place suitable for people of all ages to live in, we aim to become the “New Center of Taiwan” through “West District Development” and “East District Progress” the 2 projects.

Novel Economy: Infusing New Ideas and Energy to Connect Industries of Chiayi
The trend of modern industrial development cannot solely focus on a single category. It should be part of the ecosystem that shares common values. Each industry within the ecosystem should collaborate and develop various abilities.

Connecting industrial parks in the towns nearby, we plan the development of 1,227 hectares of land by introducing novel industries for the development of West District with 5 novel industries: economy, transportation, education, healthcare and housing. We will create a brand-new industrial and living zone to increase employment opportunities. The high-quality residential and commercial areas will be planned to attract the employees in the industrial parks to settle in. A new life center will be built with decent life functions.

All-age Talent: Enhancing Supporting Systems to Construct a Confident Lifestyle for All Ages
According to the United Nations Population Report in 2015, Taiwan is predicted to become a region with the highest average age globally by the year 2050. Compared to the previous one, the population report from National Development Council of August 2022 indicates a continued decline in the birth rate and an increase in the aging population. Taiwan is predicted to be a "super-aged society" by 2025. To Chiayi City, which had entered the aging society a year earlier than the rest of the nation, the impact of the changing demographic structure and the care of all ages group have become the primary issues.
To meet the needs, the City Government continues to focus on supporting systems to make policies covers people of different ages. Living conditions as the priority, the City Government will help people of different ages to have a confident life from birth to death to relieve the burden on younger generations as the strongest support.

We build the new network of 3 east-west routes, 3 north-south routes and 3 circular lines to make transportation more convenient and secure and to drive industrial development. We plan the regional transportation network and strive for inter-city transportation. The light rail will connect the High-Speed Railway Chiayi Station and Taiwan Railway Chiayi Station to build the route for commute and tourism.

In response to the Railway Elevation Project, we will create the image of Chiayi Station as the entrance. To the west, it connects the two parks (Youzhong Park, Fanzigou Park), Chiayi Art Museum and G9 Creative Park. To the east, it links Forestry Culture Park, Main Library, and Chiayi Old Prison Dormitories. We strive for tourism and business prosperity by opening up through environment reconstruction and creating new life of culture with diversity, equity and inclusion.

We create new experience of the modern culture based on the rich cultural heritage to respond to the needs of modern life. We will establish the information cluster (the main library, G9 Creative Park, Chiayi Tobacco Factory and tutoring center) to make libraries not only somewhere for borrowing books but a space for learning. Wing Base of Arts and Culture is set up in G9 Creative Park. A new performance hall with the capacity of 280 people will be built as well as the new exhibition area of the art museum. We will keep promoting Chiayi Tobacco Culture Park and build a new spot of arts and culture by combining concepts of technology and designing. This is to present the valuable and unique culture of Chiayi City and to shape the life and imagination of the citizens.
